Windcrest Fuzzy Finances

Have y'all noticed the mayor's Gift Shop in the former janitorial closet next to the post office at city hall? You know, the gift shop which is seldom open. Did you know that the door purchased for the gift shop cost nearly $1400?

In the city's monthly reports under Administration - Mayor's Gift Shop line item #501-500. (Normally page 20 of the monthly reports.)

September 2015 is when the gift shop appeared on financial reports. ($2565) That amount disappears for the October 2015 report because we began the 2015-16 fiscal year.

October 2015 ($4115) on the report, ending balance ($4115).
November 2015 ($2110) ending balance ($6225)
December 2015 no additional expense so ($6225) carries forward.
January 2016 No explanation, but $283 decreases deficit from $6225 to ($5942)
In February 2016, line item #501-500 shows the deficit as $2942 instead of $5942 before the budget was amended by $3000 & the balance drops to zero. That line item should still have $58 ($3000 - $2942), but the bigger question is how was $3000 canceled from $5942 before it appeared on February's report as $2942?

$8790 for a gift shop & that total amount isn't noted anywhere.
To be fair, the gift shop has generated some sales line item #01-4320 (normally page 18 of the monthly reports.)

In the 2016-17 budget, $2000 in expenses are allocated & expected revenue is $500. How does it make sense to spend $2000 this fiscal year for $500 in revenue?

This is just one line item. How many more are like this? The council was not allowed by the mayor to scrutinize the budget as council & citizens have in the past.
